Italy Mandates Strict “Double Anonymity” Age Verification for Porn Sites

Italy is set to become the latest country to impose mandatory age verification for accessing online pornographic content. On Friday, the nation’s regulatory agency for communications, AGCOM, announced the details of a new system designed specifically to prevent minors from accessing adult websites. This move aligns Italy with a growing trend among European nations seeking to enforce digital protections for children.

The New Verification Requirement

Starting November 12, Italian citizens will face an extra step before accessing around 50 affected websites, including globally recognized platforms such as Pornhub, XHamster, and OnlyFans. The new rule requires users to verify their age through “certified third parties.”

These third-party verifiers, which could include banks, mobile operators, or other specialized companies that already hold relevant personal data, will be responsible for confirming the user’s age. Once the age is verified, the third party will issue a unique code, granting the user access to the porn site. This process must be completed for every visit to the affected websites.

Quelling Privacy Concerns with ‘Double Anonymity’

The legislation’s stated goal is to prevent harm to minors, but lawmakers recognized the significant privacy concerns that such a verification system could raise. To address this, the process relies on a novel “double anonymity” system.

This system is designed to segment user information across the two main entities involved in the verification. The porn site can only see that the user is of age (verified), but not their identity. Conversely, the third-party verifier can see the user’s identity but not the website they are attempting to access. This separation of data is intended to protect the user’s browsing privacy while ensuring compliance.

Enforcement and Financial Penalties

The directive issued by AGCOM is not merely advisory; non-compliance will carry significant financial consequences. Any porn sites found to be non-compliant with the new age verification rules could face stiff financial penalties of up to 250,000 euros. This substantial fine underscores the seriousness with which Italy is approaching the enforcement of this new digital safeguard.

Part of a European Trend

Italy’s move follows similar regulatory actions taken elsewhere in Europe. France implemented a comparable age verification system earlier in the summer. Just outside the European Union, the UK recently introduced its own verification process, requiring users to submit either a selfie or a government ID for confirmation.

The impact of these rules on internet traffic has been dramatic. Following the UK’s implementation of its system, Pornhub reported that visitor numbers from the UK to its site plummeted by 77 percent, illustrating the immediate and substantial effect these barriers can have on usage patterns.
